According to this year’s state budget plan, the government aimed to keep the state budget deficit at 1.76 percent of GDP – lower than the 2019 realization of 2.2 percent. The government is currently drafting a government regulation in lieu of law (Perppu) to allow a fiscal deficit exceeding the 3 percent ceiling.“We will put a provision in the upcoming Perppu allowing us to widen our fiscal deficit for three years starting from 2020. Therefore, the deficit will return to 3 percent by 2023,” said Luhut.Read also: Indonesia announces Rp 405 trillion COVID-19 budget, anticipates 5% deficit in historic moveOnce the mechanism has been completed, the government will impose health quarantines in the regions hardest-hit by COVID-19.“We won’t call it a lockdown because we only acknowledge a quarantine as stipulated in the 2018 Health Quarantine Law. We don’t want to be hasty about implementing the regulation. Everything has to be calculated thoroughly,” the coordinating minister said.Despite an increasing number of confirmed COVID-19 cases, the government has been adamant against calling a lockdown to prevent the disease from spreading further. Indonesian health authorities confirmed 1,528 COVID-19 cases across the country on Tuesday, with 136 deaths and 81 recoveries. (glh)Topics : Read also: Jokowi declares COVID-19 health emergency, imposes large-scale social restrictions“The finance minister is now calculating how much we should add to the budget for social-assistance programs for those who will be affected the most by the quarantine.”The government had previously determined that underprivileged citizens would receive cash transfers (BLT). However, Luhut said it was still deliberating whether the assistance would be given to 20 or 40 percent of the overall low-income families across the country. He went on to say that such disbursements might also cause the state budget deficit to surpass the 3 percent threshold of gross domestic product (GDP) as mandated by the 2003 State Budget Law. Regional quarantines to prevent the spread of COVID-19 will only be imposed when the government has prepared a mechanism to distribute social assistance for impoverished citizens, Coordinating Maritime Affairs and Investment Minister Luhut Binsar Pandjaitan has said.President Joko “Jokowi” Widodo’s Cabinet is currently deliberating such a mechanism to cushion the economic impact of the quarantine policy on the poor, who are prone to financial risk once the restriction takes place.“The President keeps saying that the poor should not endure additional difficulties, owing to the fact that the President himself was also less-fortunate when he was young,” Luhut said during a press briefing on Tuesday.
What makes a good animation? Follow the 12 basic principles outlined by the Walt Disney Company. This video illustrates them beautifully! The early animators at Walt Disney Studios (during the 1930’s) developed a list of 12 basic animation principles to give their project’s character and personality.Professional motion designer Cento Lodigiani took these 12 principles and demonstrated them using basic shape animations. The resulting video is executed with a charming simplicity. Cento used shape layers in After Effects to create the animation. Here’s hoping he comes out with a tutorial video to show us his process!Visit Cento’s Tumblr “The 12 Principles” to check out GIF animations of each principle. This is quick and worthwhile viewing for anyone interested in animation, motion graphics or design. Great work, Cento!
Even if your viewers aren’t watching your content in 4K, there are still benefits to shooting at this resolution. Here are five things to keep in mind.Sure, not everybody watches your work in 4K, even if that’s how you intend viewers to see it. But that’s no reason to stop recording in 4K. Here are five reasons why.1. Reframe the ShotThe first and most obvious reason to use 4K footage in your 1080p projects is that you can reframe your shot. With 4K you have more than double the working space. This gives you room to scale up and move your shot around to fine-tune the composition. Use this to get your eye-line in the upper third, get rid of any unwanted headroom, or turn a medium shot into a close-up.2. Use One Take Multiple TimesBeing able to change the framing of your shot from a medium to a close-up is like having two cameras. This means you can use one take multiple times. Naturally, this gives you added versatility in the editing room, allowing you to create a sequence of shots from one angle. Simply cut the clip and then reframe one of the shots. You can also use this method to avoid jump cuts in interview shots.3. Create Camera MovesWhile you can reframe your shot with the scale, rotation, and position properties, remember that all of these attributes are also keyframable. So not only can you change the composition of your shot, you can also create zoom and pedestal moves. I recommend that you keep these moves subtle — if you push it too far, it will start to look fake.4. Stabilize Your FootageWhen you use the Warp Stabilizer effect, it will automatically stabilize, crop, and scale your clip. It scales the footage up so that you can’t see the cropped edges of the frame. The beauty of the 4K to 1080p workflow is that you can stabilize your footage inside a native 4K sequence and then nest it inside a 1080p sequence. This will keep those pesky cropped edges from showing up. (At the time of publication, you can only stabilize footage in Premiere Pro if the resolution of the clip matches the sequence.)5. Perfectly Position GraphicsWhen you’re adding text to a video, it can be quite difficult to make the text stand out. Graphics can easily blend into certain parts of a shot or just look out of place due to the framing. Working with a 4K high-resolution clip allows you to scale and reposition, giving you total control over the positioning of the background. Having such tight control over the background will make working with text and other graphic elements easier. Looking for more video production tutorials? I do not know if I would like to.”Now, as of today, I do not feel like it. Thirty-one Indigenous groups or individuals from Canada and the U.S. are scheduled to participate and the hearings will be held in Calgary the week of Nov. 19, in Victoria the week of Nov. 26 and in Nanaimo, B.C., the week of Dec. 3.Some First Nations that won the court battle in August, including British Columbia’s Tsleil-Waututh and Squamish Nations, say the new process is too rushed and they’re considering filing fresh court challenges after the board issues its report. The energy board responds to concerns about the timeline in documents released Wednesday, saying there’s already significant evidence on the record and legislation requires it to conduct proceedings within the time limit set by the federal government. The board includes oral traditional evidence because it “understands that Indigenous peoples have an oral tradition for sharing knowledge from generation to generation,” it says in the documents.“This information cannot always be shared adequately or appropriately in writing,” it says. The traditional evidence previously provided in the first Trans Mountain review remains on the record, it says, and board members will read transcripts prior to the new hearings. VANCOUVER, B.C. – The National Energy Board will hear oral traditional evidence from Indigenous groups in the coming weeks as part of its new review of the Trans Mountain pipeline expansion. The Federal Court of Appeal struck down the federal government’s approval of the project in August, citing inadequate Indigenous consultation and the energy board’s failure to review the project’s impacts on the marine environment.Prime Minister Justin Trudeau’s government ordered the energy board to review the marine impacts and submit a report no later than Feb. 22, and on Wednesday the board unveiled its schedule for oral traditional evidence. The board adds that Indigenous interveners should file any scientific evidence or expert reports as written evidence. Those scheduled to participate include the Squamish and Tsleil-Waututh, the pro-pipeline Cheam First Nation, a coalition of U.S. tribes and B.C. Green party member of the legislature Adam Olsen, who is Indigenous. The project would increase tanker traffic seven-fold in Burrard Inlet off Metro Vancouver’s coast, raising concerns about impacts on salmon and endangered southern resident killer whales.(THE CANADIAN PRESS)

New Delhi: The Delhi Medical Association (DMA) has opposed the recently issued meeting notice by the Niti Ayog that talks about allowing dentists to practice modern medicine by doing a bridge course. The doctors said that government should provide more job opportunities to the dentists in dental care rather than allowing them to practice modern medicine. The doctors were speaking to the media at the DMA office in Delhi over the a recent notice by the Health and Family Welfare Division of Niti Aayog that talks of exploring the option of allowing dentists to practice family medicine/mainstream medicine following a bridge course to tackle the shortage of doctors across the country. The DMA will also urge local medical associations of other states to oppose the government’s proposed move.
